Our annual meeting this year was held at Jesuit College Preparatory School on October 20th. We had about 30 total members in attendance. At the tail end of the meeting Gay Donnell Willis gave a District 13 Crime and Homelessness Initiative Update which can be found towards the end of this email. 

About the SENP Program
SENP has 8 patrol officers, including 1 DPD coordinator
Member totals:  2020–495, 2021–602, 2022–595 
14 shifts every week, 7 days a week
Attained our goal of at least 70 yours per week in August

Crime Stats, comparing January to September 2021 to 2022
Crime Reduction in Burglary of Residence (-40%)
Burglary of Motor Vehicle (-33.3%)
Stolen Vehicles (-100%). 
Thefts from 4 in 2021 to 6 in 2022 (50% increase)  
Criminal Mischief from 1 in 2021 to 2 in 2022 (100% increase)
Total residential crimes in 2020=71
Total residential crimes 2021=34
Total residential crimes 2022=25

Member Survey
78.1% are completely satisfied & 21.9% satisfied
Reported a crime in 2022: 32% yes
Out of town home check: 40.6% have used the service
Received a call or text back, 48.6% had, 7.8% didn’t  
Plan to renew:  93% said yes, 7% said maybe
Would Recommend SENP: 85.2% said yes, 14.8% would consider
Holiday Bonus: 71.9% said they would be willing to contribute
Crime Prevention Tips: Take, Hide and Lock as this is the only way we can all help to reduce BMVs. 

Q&A
Our officers are here to patrol our neighborhood and are not here to give tickets for wrong way parking/expired inspection stickers. 

The large bus that gets parked on Rickover apparently belongs to a neighbor on Thunder Road and is illegally parked. This has since been looked into by SENP patrol officer who spoke with the driver on 10/24/22. He is on contract with DISD, transportation for inter school connections for students while the district is short on drivers. Our SENP officer advised him to park on school grounds and not on the neighborhood streets.  He complied and left. 

Officers are patrolling, even if you aren’t seeing them. We check patrol activity sheets each month against the DPD car rental records and each officer sends a text check in each time they are on patrol. 

4-way stop sign at Willow and Drujon is being considered but is not being handled via SENP.  

Keep reporting students who are hanging out in the residences and alleys near WT White High School to 911. Also report any speeders down alleyways or streets to 911. 

Remind any person or company working at your home to lock their trucks or take all expensive tools inside.

Gay Donnell Willis Crime Update on District 13
Crimes against persons are down across the district by 5.45% when compared to last year. 
District 13 has the lowest rate of crimes against persons in  
 all of Dallas. 

Crimes against society are down by 2.53% compared to last year. (Crimes against society include gambling, drug offenses, prostitution, animal cruelty, weapon law violations, pornography/obscene materials. 

District 13 has seen a 17.86% rise in crimes against property. Almost 98% of this rise is from Theft from Motor Vehicles, Theft of Motor Vehicle Parts/Accessories or Unauthorized Use of Motor Vehicle (UUMV.
Again let’s all do our part and TAKE, LOCK & HIDE property in all motor vehicles. Leaving items visible is an invitation for criminals to take your hard earned property. Don’t let them do that! 

Homelessness Rapid Rehousing Initiative
Gay also gave a brief update on the Homelessness Rapid Rehousing Initiative, which surpassed its first year of housing over 1200 people. She asked that residents call 311 to report encampments as the City uses this data to prioritize where to reply resources. While asking for money from a sidewalk is a protected right, a panhandler may not enter a traffic lane–please call 911 if you see this. She also reminded us who want to help others to give through a nonprofit that is better equipped to help versus giving money, food or other items as it trains panhandlers to stay where they are.

SENP 2021 Member Meeting Summary

The Schreiber Expanded Neighborhood Patrol (SENP) annual meeting was October 14, 2021. Below is a summary of some of the key learnings from the meeting. 

  • SENP is looking for a new board member. Please email Lauren Law at [email protected] if you are interested to serve in this capacity.  You will be doing a very good service to our neighborhood.
  • In the event of an emergency, we are to call 911 first.  Then call the phone number of the off-duty police patrol. If you call the off-duty DPD police SENP cell phone number and no one answers, leave a voicemail.
  • One of the valuable services provided to us when we join SENP is that when we are going to be out of town, we can notify the off-duty police patrol officers, and they will keep an extra eye on our house while we are away. They’ll do a perimeter check of the windows and doors. 
  • Currently eight Dallas Police Department officers patrol our neighborhood at 55 to 65 hours per week.  The SENP goal is 70 hours of patrolling, but officers are hard to find.  
  • Officers patrol 10pm to 6am – 4 days per week; 6am to 2pm – 3 days per week; and 2pm to 10pm – 5 days per week.
  • 2021 (Jan.1-September):  5 Burglaries, 21 BMVs, 3 Theft, 1 Criminal Mischief, 3 Stolen Vehicles—33 Total—we’ve seen a 54% decrease in crime from 2020 to 2021, thus far. 
  • 2020 (Jan. 1-Sept.): 10 Burglaries, 26 BMVs, 9 Thefts, 16 Criminal Mischief, 10 Stolen Vehicles—71 Total, BMVs/Thefts Up—a 22% increase from 2019.
  • 2019 (Jan. 1-Sept): 8 Burglaries, 16 BMVs, 4 Theft, 11 Criminal Mischief, 17 Stolen Vehicles—58 Total
  • Survey results: 
    • 96.89 % of members are satisfied or completely satisfied with SENP.
    • 25.91% of members made a call in the last 8 months to report a crime or suspicious activity.
    • 72 members have called the patrol cell to ask for out of town patrol service.
    • 96.37% plan to join SENP during the re-enrollment, which runs Nov. 1-Jan. 24.
    • 98.96% would recommend or consider recommending SENP.
